Elevator Area Work Starts April 15, 2024

The project’s current phase includes work above the Hanover Street Entrance/Exit which requires the temporary closure of that primary entrance/exit. This phase of the project is on schedule and is expected to be completed by April 26, 2024. However, the garage is reduced to two vehicular entrance points and one exit – High Street entrance only and Fleet Street entrance/exit – until this phase of the project is completed.

Starting April 15, 2024, garage repair work will extend to the elevator area, limiting access as follows:

  • April 15, 2024 – April 21, 2024: No elevator access from Level One
  • April 22, 2024 – April 26, 2024: No elevator access from Level Two (Level One access restored)
  • The elevator will be fully operational on all but one level at any given time during the elevator closure period.

The elevator will remain in operation from each of the other levels. Temporary signage will direct patrons to levels with elevator access and staff will ensure access and provide assistance as needed. During this period, the High Street entrance and the Fleet Street entrance and exit remain open. A temporary Parking Office is now located at the Fleet Street Entrance.

Elevator work schedule as of April 5, 2024.

Full project work schedule through April 21, 2024

Background:

Hanover Garage Project Public Information Meeting, Thursday, June 9, 2022. Go to the video recording of the meeting.

The City is undertaking a significant upgrade to the Hanover Parking Garage, starting in July 2022. This work is addressing aged sections of the garage to extend its useful life and provide parking for the foreseeable future. City Staff provides regular updates on this project via this webpage.

Scope of the project:

The main portion of the Hanover Garage was built in 1985 with 300 spaces added in 2000. Proceeding from the engineering analysis completed in 2021, the project includes structural maintenance and upgrades to steel structural beams and columns as well as precast floor slabs. Construction is anticipated to continue for the next three years and will require phased closures (up to 300 parking spaces at a time), over the span of the construction.

In anticipation of this project, staff reduced the number of monthly pass holders at the Hanover Garage. These adjustments allowed the continued operation of the garage during construction without displacement of current monthly pass holders. Transient traffic, however, will be affected by the reduced inventory. These patrons will use Foundry Garage or on-street parking. Residents and downtown businesses are reminded to take advantage of the Resident Discount (50 cents per hour discount on-street parking) and Downtown Workforce Parking Program that offers significant incentives to park at the Foundry Garage.

Project funding:

The City Council approved funding in the Fiscal Year 2022 Capital Improvement Plan and authorized bonding on August 2, 2021 for $6.3 million for upgrades to the Hanover Parking Garage facility. This project is paid by parking revenues only. No tax dollars will be used to fund this project.
