NEW SERVICE GUIDELINES

1.  Service Request

Plans and scope of work must be viewed and approved by Jim Tow to confirm utilities availability in the area which requested by the owner/contractor are requesting. Once Jim Tow and owner/contractor understand the logistics of utility, Jim Tow will direct them to the next step, which is applications and fees with Jim Siegel

 

2.  Service Applications and Fees

Applications and fees are required together before paperwork can be submitted for scheduling of work.

4.  Service Inspection

Inspections are required for service connections, pipe material type, ditch compaction material, and (pressure test, and bacteria test, if applicable). The request for inspections require a minimum of 1 full days notice.

 

5.  Meter Installation

Piping must be already plumbed and ready to accept meter and connection spuds/flanges before scheduling meter installation. City will supply the meter and connection spuds/flanges (the city does not use meter horns). Meter setting distances are below, and plumber may obtain spuds/flanges prior to meter installation at Department of Public Works.

Irrigation Meter Application

IRRIGATION METERS - - There will be no increase in the irrigation user rates for FY18. 

Tier 1: First 10 units of consumption will be billed at the rate of $5.00 per unit.

Tier 2: Consumption above 10 units and up to 20 units will be billed at the rate of $9.70 per unit.

Tier 2: Consumption above 20 units will be billed at the rate of $12.05 per unit.

Meters are available on first come first serve basis. The rental requires a $1,000.00 deposit, and when completed with meter, charges as noted on form are $5.00 per day for meter plus water consumption. The renter is responsible for all pieces rented which are indicated on the form and including function of hydrant which meter is connected.

Backflow Rules & Regulations

The purpose of the Backflow Prevention Program is to ensure that there is no possible contamination of your drinking water due to improper plumbing interconnections.Backflow Prevention Examples of potential cross connections are commercial boilers, a chemical storage plant or a residential property with an irrigation system. The backflow device is a mechanical valve that senses a flow reversal and stops possibly harmful water from mixing with the drinking water.

The program is mandated by the U.S. Environmental Protection Agency and the N.H. Department of Environmental Services. There are approximately 1668 backflow devices in the Portsmouth system. The backflow device is owned and maintained by the property owner and the testing is performed by our certified backflow testers. A fee of $55.00 per device test is included in the customers' water bill for the testing service.

Scheduled appointments for the testing are mailed prior to testing date.All properties with irrigation systems and all commercial and industrial buildings require backflow devices.
