The function of Economic Development in the City of Portsmouth is carried out cooperatively by the Economic Development Commission (EDC), the City Manager and the Office of Economic Development. The EDC's function is to develop economic development policies, goals and objectives as an advisory commission to the Portsmouth City Council. EDC members include the Assistant City manager for Economic and Community Development, the City Manager, the Mayor and nine residents who represent the local business community.

Portsmouth enjoys a diverse economic landscape from high tech, bio tech and advanced manufacturing to financial, creative, and professional services. These growing sectors are enhanced by a thriving arts, culture, tourism, and hospitality scene.  Portsmouth has many structural assets including major highways and coastal byways, a deep-water port and Pease International Airport.
