David is the City’s Assistant City Manager and has worked for the City since 2003. In his current role, he manages various special projects and he is also responsible for managing the City’s Community Development program. He began his work for the City as a program manager for the City’s Community Development Block Grant program. In this work, he managed various community improvement and public facilities projects and as well as non-profit grant and housing programs.
David serves on the Board of Directors for the New Hampshire Community Development Finance Authority and is the City Manager’s appointee to the Portsmouth Planning Board. He attended American University where he earned a bachelors degree in political science and the University of New Hampshire where he earned a masters degree in public administration.
