Specialty Units Seacoast Emergency Response Team (SERT)
History
The Portsmouth Crisis Negotiation Team, formerly known as the Hostage Negotiation Team, began in 1989. The team became formalized in 1993, with then Sgt. Len DiSesa as the team leader. With the added responsibilities, which came with DiSesa's promotion to Captain, the team leader became Lt. Champlin in 2000.
The recently formed Seacoast Emergency Response Team, has incorporated the Crisis Negotiation Team as a unit of this regionalized team. Currently, the Crisis Negotiation Team comprises nine members.
Team Philosophy
"Critical incidents by nature can be hazardous situations for all individuals involved. Crisis negotiations that are initiated as a result of these incidents must resolve the situation in a manner which considers the safety for all persons concerned. The safety of a suspect will always be a consideration; however, this will not take precedence over the safety of citizens or police personnel who have been placed in harm's way by the actions of a suspect.
The Crisis Negotiation Team will make every effort to formulate and utilize well thought out strategies based on established procedures. These strategies will employ sound tactics and contingency plans, which will include the development of personnel and equipment in achieving the safest satisfactory conclusion to our mission for all individuals involved."
The Team has been successful over the years in many incidents, including those involving suicidal and violent subjects.
