On Friday August 17th, 2007 at 2:30am the Portsmouth Police issued to following press release:
On August 16th, 2007 at 7:07pm, the Portsmouth Police Department received 911 phone calls advising of a serious Motor Vehicle vs. Pedestrian accident on Broad St. Responding with the Portsmouth Fire Department and Ambulance, first responding officers confirmed initial reports. Portsmouth Fire and Ambulance crew members began administering emergency first aid to those involved.
Preliminary investigation showed that a
2002 Infiniti G20 color silver
Dylan Carter age 18
of Portsmouth, N.H.
was traveling southeast on Broad St.
It was at this time that a six year old boy was crossing Broad St. on his scooter when he was struck by the vehicle noted above. The boy was not wearing a helmet at the time and suffered a serious injury to his head. He was rushed to Portsmouth Regional Hospital and then med-flighted to Boston Children's Hospital where he is listed in serious condition.
The Portsmouth Police Department's Accident Investigation Team was called to the scene to reconstruct the events of this accident. It is too early to determine, at this time, a causal factor of this collision. This incident is currently under investigation by the Portsmouth Police AIT in conjunction with the Rockingham County Attorney's Office.

UPDATE: On November 14, 2007 an arrest warrant was issued for Dylan Carter for the following offenses as a result of this investigation:
Traffic Control Device (having no intention of stopping on Broad Street with sign posted “No Thru Traffic”). This is a violation offense.
Possession of Drugs (driving a vehicle and having in possession a quantity of drugs-marijuana). Misdemeanor Offense.
Possession of Drugs (having in possession a quantity of drug-Marijuana). Misdemeanor offense.
On November 15, 2007 at 1028hrs, Mr. Carter turned himself into the Portsmouth Police and was arrested. He has since been bailed on $500 personal recognizance bail with a court date of December 17, 2007.
The accident remains under investigation by the Portsmouth Police Department Accident Investigation Team with the assistance of the Rockingham County Attorney’s Office. There will be no further comment as to any cause of the accident until the case can be heard in court. Anyone with information that may help in the investigation is urged to contact Lt.
