Carter was arraigned on November 9, 2005, at the Portsmouth District Court Judge Gardner presiding. During this arraignment Carter was assigned a probable cause date of November 21, 2005 at 11:00 AM.
Once arraigned, Carter was transported to the Rockingham County Jail where he is being held in lieu of $20,000 cash/ surety bail.
