Reference: Illegal dumping arrest

On July 20th, 2005 at approximately 12:30 PM, the Portsmouth Police Department arrested the following individual:

Justin Lounsbury
Date of birth 10/28/81
20 Kelsea Street
Center Harbor, New Hampshire 03226

Mr. Lounsbury turned himself in on an arrest warrant based on an investigation conducted by Portsmouth Police Officer Dean Outhouse and City of Portsmouth Zoning Officer Jason Page. This investigation involved illegal dumping of hazardous building materials that occurred between June 13th and July 4th, 2005 on both private and city property located at Little Harbour Road. These hazardous materials included asbestos and lead paint as well as building debris. The Department of Environmental Services and the New Hampshire Attorney Generals Office are also involved in this case.
Mr. Lounsbury has been charged with the following:
Four (4) misdemeanor counts of Littering, contrary to NH RSA 163-B:3
One (1) violation count of Failure to Report Address Change, contrary to NH RSA 263:9

Mr. Lounsbury was processed at the Portsmouth Police Department and arraigned at Portsmouth District Court. He is currently being held on $2,000 cash bail and $5,000 PR bail. His next court date is August 16th, 2005 at 8:30 AM at Portsmouth District Court.
