The Portsmouth Police Department is asking for the public’s assistance in identifying a man believed to have been masturbating while at the Portsmouth Public Library located at 175 Parrott Avenue in Portsmouth. This incident occurred on Monday, May 14th between 4:10 PM and 4:30 PM while the man was seated at a computer. There was a delay in this incident being reported to the police due to the fact that the victim was a minor, and both the police and the library were notified after the child’s parents were.
A composite of the man has been completed. He is described as being of Asian descent, possibly Indonesian, in his late twenties or early thirties, average height and weight, with dark hair that is cut in a ‘bowl’ style.
