NH CLEAT MINUTES

The meeting began at 0910 hours. Felicia introduced Portsmouth's Chief of Police, Chief Russ, who welcomed the members of NH CLEAT to the Department.
All attendees introduced themselves and briefly updated us on their agencies. Gilford PD and Salem PD were new to CLEAT.
The focus of this meeting was Geographical Information Systems (GIS).
A representative from the Department of Transportation had a schedule conflict and was unable to attend the meeting. Felicia and Tom will try to have him at our next meeting. By virtue of a grant, this agency is allowed to distribute free copies of Arcview (about a $1,000 value) to Departments.
A short GIS video by ESRI was watched. The video gave examples of disaster situations in which GIS played a vital role.
Doug Rathburn from the Town of Derry has been working with Derry's GIS. Doug presented the attendees with an extensive overview of GIS, and he demonstrated how Derry was using some of its data. Derry is 36 square miles and has a population of about 33,000.
Doug gave examples of how one could click on an address and display owner information. He demonstrated how easy it was to create an abutter's list. Some of the digital orthophotography of Derry was also shown displaying aerial shots of neighborhoods. Derry has even captured all the licensed dogs in its town and Doug displayed a map overview of all the dogs, by breed, by address! Two very interesting examples included 1) the mapping of coverage area of the Fire stations in an effort to strategically build and locating an additional station and 2) the demonstration of which location could get to an ambulance call at a specific location quicker.
The GIS system is already implemented at the Town Hall, so the public is using it. Doug said getting GIS interfaced with the Fire System and the Police System would be a goal. Derry is already working with Fire.
An intern was utilized with a Rover GPS to map out all the street lights in the town. Eagle Scouts will be utilized to capture data from all the headstones in a town cemetery.
Overall the presentation was VERY interesting and informative. GIS can be a powerful tool in law enforcement
For agencies without a GIS system currently, Doug suggested to start now by cleaning up data and defining data standards - for example, street types (e.g. STREET, ST, str, etc) and street spellings (EAST MAIN, E MAIN, E. MAIN, etc).
After many questions, Doug concluded his presentation.
