Islington Street Improvement Action Plan Project

Project Background:
The Islington Street Project was initiated by the Economic Development Commission in partnership with Art-Speak as part the city’s focus on major corridors and gateways. It is a complex undertaking because of the mixed land uses along the street and because it is a major artery into and out of the city.
Project Area and Goals:
In keeping with the Master Plan, this project focuses on the Islington St. corridor beginning at Maplewood Avenue and ending at the Route One Bypass. The project goal is to create short and long-term action-oriented recommendations for the Islington Street Corridor such as improved circulation, pedestrian and vehicular safety and appropriate economic development tools to benefit growing businesses in the corridor. Likewise, the plan will enhance and create opportunities for arts and cultural activity consistent with the goals of the Master Plan.
Scope of Work:
- Analysis of previous corridor studies and existing conditions in project area;
- Interviews with stakeholders including business groups, major property owners and neighborhood associations;
- Analysis of opportunities for additional arts and culture in the corridor;
- Development of improvement plan options;
- Development of a preferred plan alternative; and
- Development of a phased implementation plan.
Project Consultants:
The City has retained consultants Richardson and Associates of Saco, Maine to undertake this project.
Project Funding:
This project is funded by the City’s Capital Improvement Program and leverages an additional $12,000 from the National Endowment for the Arts grant to Art-Speak for enhancements of arts and culture in the corridor. It is being administered by the economic development office in conjunction with representatives from City Planning, Public Works, and Police Departments and ArtSpeak.
