Portsmouth City Government: The City and the State
Form of Government
Portsmouth has had a Council-Manager form of government since 1947. The city manager is an appointed official who serves at the pleasure of the nine-member city council. Among other duties the manager advises the council in a non-voting capacity. The manager is the head of the local government and oversees the operations of all city departments. In Portsmouth, the police and fire departments are overseen by independently elected three person commissions.
