The Portsmouth CDBG Public Service Agency Grant Program
offers operating funds to non-profit public service agencies that provide
services to very low, low and moderate-income Portsmouth individuals and
families (as defined by the U.S. Department of Housing and Urban
Development).
The competitive grant program is administered by the Portsmouth
Community Development Department which receives funding through the
Community Development Block Grant (CDBG) provided by the U.S. Department of
Housing and Urban Development.
Eligible
public service organizations . . .
·
have a
501(c)(3) tax exempt designation;
·
serve
Portsmouth residents; and
·
can
demonstrate that at least 51% of their beneficiaries earn very low, low
and/or moderate incomes.
Eligible expenses include . . .
The cost of labor, supplies, and/or materials required for the provision of
services to agency clientele are eligible expenses.
Grant funds may not be used for political activities, or payments to
individuals for food, clothing, rent, utilities, or other income payments.
Applications for this program . .
are advertised as available in the local newspaper in late winter each year.
Community Development staff review all applications to determine
their eligibility. The Citizens
Advisory Committee (CAC), a nine member committee, is responsible for making
funding recommendations to the City Manager.
Organizations awarded grants receive reimbursement for approved
eligible expenses incurred during the fiscal year beginning July 1.
