On April 29, 2008, the Portsmouth Police Commission voted unanimously to promote Lt. Fred Hoysradt to the rank of Captain. The promotion process requires candidates to present their qualifications and undergo vigorous oral board examinations. Captain Hoysradt is in his 15th year with the Portsmouth Police Department, having joined the force in May of 1993. Before coming to Portsmouth, Fred was a patrolman and a Field Training Officer with the Stratham Police Department. He graduated with honors from the 93rd New Hampshire Police Academy. Fred is an alumnus of St. John’s Prep in Danvers, Mass, and hold a Bachelor of Science from the University of New Hampshire.

Captain Hoysradt is the Commander of the Seacoast Emergency Response Team and is responsible for supervision and coordination of all operations of this regional unit.. Along with Chief Magnant, Captain Hoysradt has become the face of DUI law enforcement to police departments in New Hampshire. He has been one of the long-time behind-the-scenes change agents in energizing law enforcement to step up the work of removing impaired drivers from our roadways.

Fred is passionate about DUI enforcement; in fact, Captain Hoysradt is passionate about police work in general. His enthusiasm is contagious. He is a natural leader and team builder, choosing a management style of forthright encouragement and example. Captain Hoysradt has worked in both patrol and the detective division, notably the Family Services Unit, and has been a member of the Accident Investigation Team, the Drug Recognition Expert Unit, the Field Training Program, and Selective Traffic Enforcement.

He was also a tireless advisor to Portsmouth’s very successful Explorer Cadet Post for many years. In 1999 he was awarded the Mayor’s Award for his work and contributions to the Police Exploring Program. He has garnered Letters of Commendation and Recognition for his police work at both the state and local level.

Fred Hoysradt and his wife Sharon enjoy traveling and pursuing outdoor activities with their two spoiled Labrador Retrievers.
