Reference: “You Tube” videotaped arrest of October 19, 2009
On Tuesday October 20, 2009 I was made aware of a citizen complaint that was filed in regards to an arrest that was made the night before. Included with this complaint was information that portions of the arrest were videotaped and had been posted onto “You Tube”. The essence of the complaint alleged possible police use of excessive force.
I assigned a Captain to investigate this complaint and I viewed the video. I have already replied in the media that I did not see any actions that justified the colorful commentary that was heard on the video, but I also commented that I did not know what led up to the incident nor did I know what happened after the video was turned off.
The internal investigation is complete to include interviews of the police officers, witnesses at the scene and relevant physical evidence. I now have the facts of the events leading up to the arrest, the arrest itself and the actions post arrest. I have completed my review and determined that there were no violations of law or police policy with the officers involved in any part of this arrest. There was no police misconduct. I found the officers utilized their training well and showed admirable restraint and professionalism.
