On September 4, 2009 the Portsmouth Police Commission voted unanimously to promote Sergeant Russell Russo and Sergeant Michael Maloney to the rank of Portsmouth Police Lieutenant. ______________________________
Lieutenant Russo started his career with the Portsmouth Police Department in 1993. In the past sixteen years Lt. Russo has been a member of the Patrol Division, a Detective assigned to Portsmouth High School as the resource officer, a Patrol Sergeant and most recently as Detective Sergeant. Lt. Russo is the Honor Guard Commander, a member of the motorcycle unit and is a former member of the Seacoast Emergency Response Team.
Lt. Russo is currently in his twelfth year of coaching varsity football at Portsmouth High School and is a member of the Portsmouth Youth Football board of directors.
Lt. Russo attended Northeastern University on full football scholarship and received his Bachelors of Science degree in Criminal Justice. Prior to that Lt. Russo graduated from Chelmsford High School in Chelmsford, Massachusetts.
Lt. Russo currently resides in Portsmouth with his wife Kathy and two children, Kevin and Jack.

Lt. Maloney started his career with the Portsmouth Police Department in 1998. Since that time he has been assigned to the Patrol Division, most recently as Patrol Sergeant. During his time in patrol Lt. Maloney has been involved in neighborhood oriented activities and worked extensively with the Islington Creek Neighborhood Assoc in particular to make improvements in the neighborhood regarding quality of life issues. "Working in patrol has been the highlight of my career to date and I'm going to miss many aspects of it. It's exciting to now work on the investigative side and I'm looking forward to the opportunity to learn from such experience people."
Lt. Maloney is also involved with the Seacoast Emergency Response Team serving as the Tactical Executive Officer. Within the Portsmouth Police Department Lt. Maloney is involved in many projects and activities in an effort to improve the department.
Lt. Maloney graduated with a Bachelor's degree in Criminal Justice from the University of Massachusetts at Lowell. Prior to that he attended Chelmsford High School in Chelmsford Massachusetts.
Lt. Maloney is married and resides in Portsmouth.
Deputy Chief DuBois has assigned Lt. Russo to serve in the Patrol Division and Lt. Maloney will serve in the Detective Division.
